Governance Statement

ADI is a Company Limited by Guarantee incorporated under the Corporations Act of 2001 and is registered in New South Wales. Ultimate responsibility for the governance of the company rests with the Board of Directors.

Brent Emmett
Chair
BSc(Hons)

Brent has over 40 years’ experience in petroleum exploration, exploration and production management and investment banking. He first worked as an explorationist in Australia, PNG and New Zealand then filled general management roles in North and South America. Brent was the CEO and MD of Horizon Oil, which had operations in PNG, China and New Zealand, for 17 years and retired in 2018.

Brent has been a member of the ADI Board since 2019 and sits on the Finance, Audit and Risk Committee.

Beatrice Mahuru
Director

Beatrice is the CEO and Founder of GeuLen & Daughters Limited, and Black & White Events, a public relations and communication agency, providing the international lens, in-depth Papua New Guinea content to deliver strategic results, drive innovative campaigns, craft unique events and generate media waves. Beatrice has influence in the world of journalism, politics, entertainment and news that spans 25 years. Her personal brand is one synonymous with style, stewardship, integrity, and grit.

Beatrice is the Chair of ADI’s Marketing and Fundraising Committee.

Tracey Tatnell
Director and CEO
BA (Sociology), MBA

Tracey has a unique background working with international governments across the Pacific, Asia, and the Middle East over the past 20 years. Internationally Tracey has advanced organisational reform and mentored senior government executives.

Tracey also works with James Cook University to develop courses to strengthen leadership and management within the health services sector, where she also serves as an Adjunct Senior Lecturer in Public Health and Tropical Medicine. She has worked in Papua New Guinea for the past 10 years.

Adelina Dal Pra

Adelina is an established executive and senior leader, General Counsel and company secretary,  and is expert in mitigating organisational risk and meeting governance, compliance and legal demands applying developed ethical awareness. With 20+ years board level experience across established global entities, start-ups and NFP, she was previously non-executive and executive director of Australian Constructors Association, Bouygues Construction Australia Pty Limited and A W Edwards Pty Limited.

Adelina holds a bachelors degree in Law and Arts in International Studies and is a Graduate of the Australian Institute of Company Directors, member of the NSW Law Society and Women on Boards.

Adelina is the Chair of ADIs FAR Committee.

Adjunct Professor Gillian Biscoe
AM FRACMA(Hon) GAICD MSc BHA

Gillian consults nationally, regionally, internationally (now in over 40 countries) and globally, and has extensive governance, leadership, policy and strategy experience globally, regionally, nationally and sub-regionally. She is a long time expert advisor to the Australian Department of Foreign Affairs and Trade, the Asian Development Bank (ADB), the World Health Organisation (WHO) and many other organisations - public, private and not-for-profit - on a range of governance, leadership, policy and strategy issues

Gillian is currently an Adj Professor, School of Medicine, University of Tasmania. Chair, World Health Organization (WPR) Technical Advisory Group on Universal Health Coverage & Chair, TAG Alliance. Chair, The Bellettes Bay Company. Board Director, Royal Australasian College of Medical Administrators (RACMA). Board Director, Tasmanian Leaders Inc

Gillian is a graduate of the Australian Institute of Company Directors (AICD); holds a masters degree (science) from the University of California at San Francisco as a W.K. Kellogg Fellow, graduating summa cum laude and delivering the valedictory oration; and has a bachelors degree in health administration from the University of New South Wales.

Gillian’s honours include the 2010 Sidney Sax medal for her outstamding contribution to Australia’s health system; the Medal of the Order of Australia (AM) in 2017 for her outstanding contribution internationally and nationally to health systems and organisations; an honoraray graduate award of the Tasmanian Leaders Program in 2023 (GTLP[Hon]); and the 2024 Honorary Fellowship of the Royal Australasian College of Medical Administrators in 2024 (FRACMA [Hon]).

Pascoe J. Kase
Former Secretary for Health PNG
LLB UPNG; MPS UNSW

Pascoe has extensive experience in health system restructuring and provincial health administration. When Secretary for Health, he advanced organisational reform and developed many health policies and legislation. Across the 9 years in his role as Secretary, Pascoe initiated many structural reforms in the health system, hospitals, and provinces, and he managed DFAT’s $300 million health sector support program. Pascoe now runs his own consultancy organisation based in Port Moresby working with various private and government entities.

Arabella Koliwan (Dr.)
Interim Chief Executive
St John Ambulance Service PNG

Arabella is an emergency physician by background,  currently serves as an executive director at the National St John Ambulance Council of Papua New Guinea. With extensive experience in emergency medicine and a proven track record in building service and healthcare capacity in some of Papua New Guinea’s most challenging rural and remote communities; her career has covered clinical systems management, rural emergency care, and senior executive management, with a strong focus on workforce development, and service delivery to underserved populations. Dr. Koliwan remains a strong advocate for health equity and continues to champion excellence in the service of communities throughout Papua New Guinea.

ADI is fully committed to the Code, the main parts of which concern high standards of program principles, public engagement and organisation.
